international festival-competition “Star Rainbow”. This
festival-competition gathers people from different
countries on the Balkans, Ukraine, Russia and countries of EU.
International festivals and competitions which happen
every year are a source for knowledge of the new ways
of creating art, international exchange of ideals and
experience and strengthening of the international
friendship between the children and yang people in the world.
Each festival or competition open new ideals for creating new
programs.
Our competition is for the children and because of the
children. And we, who organize it, do our best, so the
participants and the guests of the festival to feel nice and
comfortable.

THE MAIN AIMS AND TASKS
OF THE FESTIVAL PROJECT
« CONSTELLATION »
The aim of the festivals is the establishment of creative contacts, the consolidation of international relations and cooperation through the children's creative work, the forma tion of the creative potential of the rising generation.
The main tasks of the festival:
creation of the condition for support and development of the children's creative work;
THE CONDITIONS OF THE PARTICIPATION IN THE FESTIVAL-COMPETITION
Children creative groups and separate performers from 5 to 20 years take part in the
nominations: vocal, choreography, original, instrumental and theatrical genres,pupils of the fine art .
COMPETITIVE NOMINATIONS & AGE CATEGORIES

Criteria of the marks:
— masterly performance.
CHOREOGRAPHY
/classical,ball,variety,folk-lore,dance,modern,dance-theatre,show/

2. Ensemble /divided into duet, trio, quartet, etc./.
Criteria of the marks:
- masterly performance - the technique of the fulfillment, of the movements;
ORIGINAL GENRE
/plastic study, acrobatics, equilibrium, antipode, caoutchouc, jugglery, clownery etc./
- It does not divide into age categories.
- Circus collective is offered to present circus composition.
Criteria of the marks:
INSTRUMENTAL GENRE
/folk, symphonic, variety etc./
. Solo.
. Ensemble.
Criteria of the marks:
- degree of ability to use an instrument;
- purity of the intonation and musical system;
- complication of the repertoire and arrangement;
- technical possibilities of the ensemble execution;
- possession of the dynamic palette of the sound;'
- musicality, artistic ness, artistic interpretation of the musical composition;
- creative individuality [for the soloists).
THEATRICAL GENRE
/amateur groups of all trends of the theatrical arttake part in the competition/
- Groups represent for the competition the variety entertainments, mono-performances, etudes, scenes from the performances or plays which have finished composition. - It does not divide into age categories.
Criteria of the mar
- completeness and expressiveness of exposure of the theme of work;
- exposure and vividness of the artistic images, mastery level
- theatrical effectiveness ( plastic movements, costume, the culture of fulfillment);
- design of the performance, properties;
- actors' articulation;
- accordance of the repertoire to the age peculiarities of the performers.
FINE ART
painting /oil, water-color, gouache, mixed technique/
drawing /picture, printed artistic, pastel, pictures (engraving, lithography,
monotype etc.), placard, caricature, etc./.,
sculpture /carving, hewing, pastel, modeling, casting, forging, engraving/
Criteria of the marks:
- creative individuality and skill of the master;
- knowledge of the bases of the composition;
- possession of the technique, in which the work is realized;
- originality of the opening the theme;
- artistic taste and vision of the perspective; - colorful determination.
decorative and applied creative work and artistic trades (decorative painting, artistic embroidery, tapestries, batik, wicker-works of rod, straw, pottery, fret-work and inlaid-work, bead-needlework, macrame, design of national clothes, knitting and crocheting, floristic etc.)
Criteria of the marks:
- Creative individuality and skill of the master;
- Knowledge and representation of the national peculiarities of trades;

COMPETITION REGUIREMENTS
It is necessary to place the following documents to the orgcommittee for the participation in the competition:
- Vocalists (soloists, duets and ensembles) present two diverse works in general duration not more than 7 minutes.
- Choreographic groups present two turns in one or more nominations, mass turn must not exceed 6 minutes, solo - 3 minutes; ball dance ensembles (formation not more than 7 min.,mixes and concert turns - 4-5 min).
- If choreographic (vocal) group (soloist) is presented in several age and genre categories, it is to present only one composition in each nomination. - Soloist-instrumentalists present two diverse works in duration till 7 min., and in strumental ensembles - not more than 10 min.
- Groups of original genre present two works in duration not more than 15 min.
- theatrical groups represent the performance with finished composition induration not more than 15 minutes.
- The participants of the nomination Fine Art present for the competition not more than five composition. The size of the pictorial and graphic works must be not less than A-4, graphic works must be drawn up in the passe-partout. For each composition is made a table with the required indication of the title of work, technique, information about the author (S., N., date of birth), the full title of the educational institution, S., N., P. of the leader.
- The participant or group have the right to take part in several nominations on condition that a separate form must be placed to each nomination.
- For the participation it is impossible to show turns and works presented in the previous competitions of the festival project « Constellation » .
REWARDING OF THE PARTICIPANTS
The results of the competition and rewordings carry out to the nomination CHO REOGRAPHY, VOCAL, ORIGINAL, INSTRUMENTAL AND THEATRICAL GENRES and age categories indicated in the given regulations separately and provide with awarding the title Grand Prix possessor, prize winner of the three prize places – Gold,Silver and Bronze Constellation, and also diplomats with pre sentation the diplomas and special prizes.

- The result of the competition Fine Art provides the fhree prize_places in two sections (painting | drawing and decorative-applied art | artistic trades) and in two age cate- gories with presentation the diplomas of Gold,Silver and Bronze Constellation. - If there is no worthy pretenders for Grand Prix and prize places - these places are not awarding.
- it is allowed the duplication of prize places (two first places, Third and so on) with the results of the competition.
- The Gala-concert program is fixed by the producer group on the grounds of the jury's decisions.
- Decision of the jury is final and is not to be changed.
TECHNICAL REQUIREMENTS
- Phonogram bearers are mini-disks, compact disks and cassettes with high quality of sound.
- Each sound recording must be on a separate bearer with instruction of the title of work, author of the music, text, name of ensemble or surname of performer, and also duration of sounding of the given composition.
- Phonogram must be placed on the start of the recording.
- It is impossible for the soloists to use phonogram "plus".
- It is prohibited to use phonograms in which back vocal part doubles the main part of a soloist.
- One mark point will be removed if the time of the performance will be more than one minute exceeded.
- It is impossible to use personal microphone and illuminating apparatus during
GENERAL REQUIREMENTS
- Orgcommittee realizes preparation and execution of the festival.
- Orgcommittee affirms the jury staff on each nomination, which forms from leading specialists of culture and art of Ukraine, Russia, , Bulgaria, Georgia, Kazakhstan and other countries.
- To receive visa invitation, the leader gives lists of the participants (by fax or e- mail) according to definite standard: S.N. (in Latin and Russian as it is given in foreign passport); number, month and year of birth, ¹ of foreign passport, term of duration. Attention! Passport is to be due not less than 6 month after the trip.
- Orgcommittee has a right to use and spread (without payment of the fee to the participants and guests of the competition) audio and video records executed during the festival and also has a right to spread: audio, video, printed and other materials during the competition and by its results.
- Each group is obliged to have conformable number of attendants (15 children + 1 leader), who have a notaries certified permission of both parents for a child to leave abroad and who guarantee the security of participants.
- It is necessary to give information for MEDIA where it must be included creative biography, interesting facts from group's (soloist's) life, color photos (on arriving to the festival) for publishing an article about the group (soloist) on informative site of the organizers of the festival.
- Participants of the festival have a right for advertisement of their sponsor. For this participant should send a logotype of his sponsor, the name of the firm, and the director's name.
- Non-compliance with the requirements of these Regulations excludes the par ticipation in festival-competition.
- Orgcommittee have the right to decide the questions, which are not elucidated by these Regulations.

In the participation fee of the festival is included:
An adult responsible for a group of 15 children comes free of charge.
Participants who arrive to the place of the festival by train, plane, and ship are due to pay extra cost for a /this cost is negotiated beforehand with organizer/
Financial terms and conditions for participating in the festival
Invitations for participation in the contest-festival will be sent to those participants who before that sent their letters of intent (APPLICATION FORM) to participate in the festival and pay and transfer the registration-participation festival fee. The only valid fees are those transferred only to the bank account of the organizer.
The fee per child (up to 16 years) is 190 Euro.
For adults is 210 Euro.
In the bank order, please state in the reason for payment – “Participation in the Third festival-contest “Star Rainbow” 2008.
Copies of bank orders with the sums of the sent and transferred should be received until 15.03.2008.
Applications without confirmation /proof/ of bank transfer of the fee to the above state bank account of the organizer will not be accepted.
